If US CVs get sunk during the game a replacement CV is put in the reinforcement queue - but I wonder if the same applies to CVEs? So maybe taking Portland takes all those CVEs off the queue but puts them back on somewhat later. And you don't get points for all the ships. Those that are "Building" give something like half points but those that haven't started building might not give you any points.
Taking Portland would be a game-changer, what with the VP haul and lack of CVEs, AKs and TKs later in life. Of course, that begs the question of whether taking a port on the West Coast for a day or two, or even a month, should mean the whole build queue gets wiped out. I'd argue ships on the slips should be destroyed, but future ships could be built elsewhere, with say a two-month delay as production got re-started.
EDIT: Same goes for aircraft factories. Seattle gets wiped out? Simply grow the Boeing complex in Wichita, but with a delay, of course.
