R&D acceleration issue

I play scenario 28 (BigBaba C) and I have problem with R&D acceleration of Japs airplanes. Although I have enough research (A6M5 - 100; tojo 125, Frank etc), I had no acceleration so far - I am in May 42. I played many games (including this scenario) and it is first time I have such problem. Supply is fine in all researching bases (and resources/oil, of course).
Any help?

You mentioned Frank and May 42, so I have to ask this: do you have any fully repaired factories?
Only fully repaired ones will give you research points to accelerate the arrival. For Frank is impossible to start accelerating this early. Not for others though

You are right, I do not have fully repaired factories. I did not know that if I have two factories researching plane both must be fully repaired, not just one...
It has some impact when one upgrade big factory to R&D - it take much more time to fully repair...
