I think I have read about this subject before and it certainly has been brought up, but it still surprises me that the US can have Level 3 Production Technology even before entering the war in December 1940, true that I have invested heavily in research as I always want to have the biggest outcome of mpps asap, but may be we should think of placing a cap on the level it can be attained by the countries currently not at war.
Just my thinking.
