Italian Reserves Called Out without DOW

In our two player game Steve Vanman has used some kinda of Axis witchcraft to call out the Italian reserves without him nor I bringing Italy into the war.

Reserve units where placed & are immediately available (not even disorg) and Italy remains neutral.

Other than clicking on a button asking if he wanted to Call Out the Reserves we are not sure how this has happened.

Is this a known glitch?

No, it isn't known. Can we get a gamesave (here or in the tech support part of the forums) so someone can investigate?

Could it be that Italy has declared war to another major power? Like USSR , China...? Or a suicide error and declaring war to USA...

Of course this could be considered bringing Italy into the war, but I guess you are speaking of France/UK, and not thinking in unaffected countries like USSR or China (I guess China can't be because there is no Global scenario, no?).

This way we would have some of my hated "multiple states of war".
Each major power (exception: Vichy France, see 17.3) has reserve units that you can call out when it goes to war with another major power.

I kind of read that some people does it on purpose to get those units early, even if your mate made it unadvertedly. Of course this is not so frequently done because it has a cost in Entry Chits.
