Sometimes I find armored or mechanized divisions that start the turn with full fuel but only a fraction of possible MP;



Look e.g at the 12th PzDiv in the image, it has 98% of fuel but only 32 MP instead than 49 MP that I expected.
Why? [&:]

It should be influenced by commander admin rolls if I understand the manual correctly.

Yes thanks, just checking the "condensed rules" and there's more.
-20% MP reduction for failed adm rolls in the chain of command.
-20% MP reduction for failed initiative rolls in the CoC
-xx% MP for average fatigue divided per 10

For motorized units there's also veichles shortage penalty to consider
