3 air attacks per turn?

3 air attacks per turn?

Suddenly I am able to attack a hex 3 times as Soviet. Has it always been this way since 1.09? I have been self limiting to 2?
This is before any ground combat. My air force is at 25000 aircraft. Almost no bombers.

Limit of 3 for bombing missions was introduced in 1.08.08. In 1.08.09 it was changed from 3 per type per hex to 2 per hex.
