using SAM with passive sensor

Pantsir-S1E should be capable to direct missile with LLTV or IR camera and that is stated in notes for 57E6 missile, although they are not listed in the Weapons field.

I played with EMCON, sensors and WRA controls (no automatic fire), but system switches to Hot Shot Target Indicator every time I launch a missile.

Is Pantsir system capable to do that in the game? Am I missing something here?
