[BUG] Naval Counters change

Not sure if it's intended, but the counters for naval units change from transparent to solid after all AP is spend.
I kinda like it tbh. [;)]

I did notice this in the changes.txt

- fixed an error with the 3D unit counter bases for when units have fully moved and unit counter bases are turned off.

Currently it is intended... I had experimented with an alternative universally styled darkened base for all 3D units to indicate that a unit had used up all of its AP and/or strikes, and for something that worked for friendly controlled AI majors, just couldn't settle on one that looked good in all cases so for now this was the best I could get.

There was on top of this another error related to the implementation but I can see how it is not all that clear from the error fix description.

Yep that's why i had my doubts. But I like the implementation. It's very clear. Even on zoomed out mode.
