Attaching custom overlays to a scenario

I'm pretty sure I saw that this can be done but now I cant find the instructions on how to do it. Could someone point me inthe right direction? Thx

It is most likely in the Mods and Scenario forum - in the 'Reduce overlay size' thread, there is a link to a 'tutorial' on how to do overlays.
