Malta Fuel Low

I also have a fuel question - Turn 13 playing as the WA and the Malta airgroups can not fly due to Low Fuel. My Malta Air Command window shows IN SUPPLY and more fuel than needed 167/150. I removed the drop tanks on the Spitfires which resulted in insufficient range to reach the desired target area, however, they still show Low Fuel on a target area within range. Any suggestions on where I should look next to isolate the source of Low Fuel?

Look at the supply details of Malta Air Base. Air groups are taking fuel from air bases and not from air hqs.

Please check your local depot(s) for available freight. Also check for railyard damage in the depot hex - in earlier version senarios the depot hex was missing a railyard (required for depot to work properly) so one with 100% damage was auto-spawn. If you're affected by this assign priority repairs to railyard.

Thanks to Helpless, I found/learned/fixed the immediate issue - I thought incorrectly that HQs were involved in the supply flow. Thanks for the comments on railroads.
