What is the problem there? Does it not work correctly for odds < 1:1 ?

Looks like fractional odds are wrong when odds are lower than 1:1. I don't remember any problems with higher odds.
If your attack is going really well, it's an ambush.

No declarations of war.

Land: China
Combined: USSR, USA, CW
Naval: France

No Port Strikes. No naval air.

USA send out 5 CPs between US and UK.

CW send one CP to the Eastern Mediterranean and two more to the Atlantic. France also send one convoy point to the Atlantic.

Edit: CW and France can activate combat in three sea areas but decline in all three. Axis can not activate in any sea area at all.

A British bomber stationed in Morocco bombs Madrid for no effect. The bomber then land in Bilbao.

4:1 GARR and 5-4 MTN join together in the desert northwest of Sian
The 3-4 CAV is taken out of the frontline to act as a rapid reaction strategic reserve.

Soviet Union
That leaves two moves for the Soviets Mechanised and motorised armies north of the Pripyat marshes to find comfort in the forests of Latvia and Belorussia.

Chinese Nationalists
Nothing in the north, but in China south-central there are numerous detail changes of position - see map below

Commonwealth
The IVth Indian (Motorized) Corps is sent to defend Singapore, while the 2nd Infantry Division is offloaded in Tangier.

Rebase
The Whitley is sent to Malta and the Harrow to Spanish Morocco.

Re-organisation
Gort reorganises a Whitley Bomber in Bilbao.

Germany land, Italy naval, Japan combined.

Japan moves Inf from Osaka to Hanoi and a sub to Truk.

Italy sends a BB and CP to Italian Coast. Do the Allies wish to intercept?

The French sub successfully intercepts the Italian ships (4 rolled). The Italians decide to stay put in the 0-box.

An Italian CA also moves into the Italian Coast. Does the sub wish to intercept this one?

This time the intercept fails on an 8. The BB continues to the East Med. I decide the Allies will probably decline this one and stop the BB in the 3-box.

Four areas for naval combat but Italy will decline the Italian Coast.

First up, Cape St Vincent.

The Italian sub begins searching. No additional air is added by the Axis. CW can add the Harrow up to the 1-box. Does it join the defence?

Searches: Axis 1, Allies 2. Both sides find each other.

The Axis elect for naval air and add the Me-110 as a bomber. Two surprise points are used to reduce AA to lowest 1 of 4. Rolls of 10, 4, 4, 6 make the Axis think they should have saved the surprise points. Isn't hindsight wonderful[8|]. Two air factors are left, giving a D, which goes on Dunkerque. A good bit of ship driving sees her heading to port relatively unscathed.

Axis continue. Allies?
