Finland

When I attacked the USSR Finland was at 38% Axis (there WAS a Winter War).

They haven't joined after four turns now.

Shouldn't they or is there still a condition position that I have to reach?

You need to get close to Finland (your Frontline).

Axis forces will need to have crossed the Soviet border and have a unit within 1 hex of Pskov, Ostrov, Polotsk, 4 hexes of Leningrad or 5 of Novgorod.

This is to stop Finland entering the war when the Axis are weak and the USSR has mobilized.

So hopefully there was just a delay between the USSR entering the war and your forces achieving one of these condition positions?

Bill, if this is not already part of the manual or Strategy advise pdfs, it should become a late addition.

There is a Pop Up image explaining this, but you are right that having it in the Strategy Guide too wouldn't be a bad idea.
