Change HQ after receiving special supply

When I played axis side on WIR 3.2, my units are always changed to another HQ and received special supply, then changed back to original HQ. This can save original HQ's OP.

I have a suggestion on special supply.I suggest that the units cannot change HQ after receiving special supply for current turn or cannot receive special supply after changing HQ for current turn. This can prevent from changing HQ just for receiving special supply and then change back to original HQ to save OP.

Others have chosen to play with a limit of changing HQ once...
either before or after the special supply.
