Air Supply

I saw this in the patchnotes:

3. Airbases will not resupply through HQs, only individually, as if they were more than 20 MP or 5 hexes from their HQ (without penalties).

In my current game 2nd LW Air Base is pulling supply from a city. It is on a converted rail hex in supply. Its higher HQ, I Fliegerkorps is in range on a rail hex as well. However I Fliegerkorps is not providing supply...this is all correct per the patch notes, but I Fliegerkorps seems to be stockpiling a huge amount of fuel & supplies, and not distributing them...almost 700 fuel and 400 supplies. If Air HQs don't provide supply, then in essence what role are they actually playing? They seem to be tying up almost 10,000 men (a HUGE Headquarters staff section btw...thats a lot of clerks and jerks) and stockpiling a large amount of supplies & fuel for no reason...

And since we are on this topic, what does this do to trucks? Are the supply trucks driving all the way to the city and back? The city is connected to the rail supply grid. Every airbase for me is on a on supply rail hex, but my truck usage has jumped drastically after the last patch.

Should I have been reading between the lines on this last patch, and took this to mean Air HQs are now useless and should be disbanded?

OR is this more of since the patch occurred mid-game, the Air HQ received supplies but will not be able to distribute it due to the patch?

As a noob I just don't get how Air supply works. I select a Ju-52 unit and press Shift on the unit I want to Air supply but this just doesn't work ; or it offers me other bombers to operate ressuply. Any tips on that ? Thx.

The Air base have to be on the railroad.
