I was trying to purchase "Strategic Command" with the boxed version option. When I went with the download only version,
it worked.

Sorry you are having problems guys. We're looking in to it but it seems to be in the link between Bluesnap and PayPal so its not something we can dig in to and have to pass on to 3rd parties.
