Why can't I break down 4-4 INF in SE Poland? Would it be possible if I didn't have 2-3 INF div in pool?

Edit: I can't break any units in SE Poland.

Nope. All USSR markers are offensive.

You need a 5 strength corps or stronger to break down into those divisions.

The other stacks will become overstacked if you break down a corps in those hexes.

And selecting two 2 strength divisions at the same time is also forbidden due to high total of division factors. See if you can cancel the attempt and try again. Otherwise this seems like a bug.

It was not possible, only possibility was 2-3 INF div and 1-4 INF div. No problem. But should I report this?

It was not possible, only possibility was 2-3 INF div and 1-4 INF div. No problem. But should I report this?
Yes. I think you should. Either it is a bug, or we could get a explanation.
