To make a called shot, you need to have gotten at least a yellow scan on the opponent. Then, if your chance to hit is 80% or better, you can click on the green target in the upper left corner of the fire weapons window. That will bring up a diagram of the opposing titan, and you can select which part you want to shoot. Each location has a different to-hit modifier for calling it.

There are also to hit modifier for range. Cannons have -2% / hex distance, energy weapons -1% / hex. In WS this is even more difficult. Your basic chance must be >= 85% and the range penalties are -2%/-3% per hex for energy/cannons. The location penalty was also slightly raised.

We changed this for WS as called hits were too common in v1.4.

So I've noticed. :) Even my test jock, with 100s in everything has trouble making called shots regularly. Personally, I like it better.

Me too. I disliked that good jocks could easily disable enemies with destroying their engine location which is the CT most of the time. Now its harder, especially at greater ranges and good enemies have a greater chance to avoid explosion. Its still an option but not common tactics anymore.

I've also noticed that the enemy AI tries to use called shots a bit more often than they did in 1.4. It can be pretty painful. :D

Each weapon type (cannon, energy, CC) also has a called shot to hit modifier. In v1.4:
Energy +5%
Cannon 0%
CC -10%
Iceman
