The INF is composed of experienced veterans. The MIL, not so much. The INF has the units form up in two lines, with the MIL in front.

I think that's how it will be in the future too. 1st Infantry is so experienced that they know when it's time to run over enemy and when it's time to provide covering fire and see others try and die.
