I am surethis is an easy fix but Im stumped, all the drivers are up to date.. the game ran b4 ..

maybe I need to clear something out??

Rename the folder named "Strategic Command WWII - War In Europe" as "_Strategic Command WWII - War In Europe".
You can find this folder in your Windows documents folder at:
...\Documents\My Games

I'm not sure but it was related with one of the files (SC3.ini) on that folder.
