Trouble with ToE with two layers of HQ

I am on a map with two oceans (random scenario). I had a main HQ with a couple Engineers and then an HQ below it that had all of the fighting units and it worked fine. I then introduced a layer of HQ between these two (I will refer to this as my Intermediary HQ). And I am positive I linked the HQ chain of command correctly. The Supreme HQ at the top, the intermediary HQ reporting to the Supreme HQ, and the lower HQ (with all the troops) to the intermediary.

That broke the entire TOE for me. Everything I needed for the units I was creating just sat Supreme HQ on the main continent.

Unless there is an easy answer, I guess the only way to deal with this is to not use three levels of HQ for me. Does anyone have any thoughts on this?

PS - I am glad know one took me up on my PBEM request.., gosh this HQ snafu would have trashed my whole army.

Hi ernie, and sorry about that.

What I think happened was I created a new HQ in between an existing HQ relationship. In other words, Supreme HQ and SubHQ was working fine. Then I inserted a new HQ (HQ new) to make the chain of command go to Supreme HQ, HQ new, and SubHQ. I checked all the command links and they were correct. I think that is what scrambled the AI's brain. Whether or not that is correct, I am not doing that again.

I do have a second question if you do not mind. It is related to a 3 tier chain of command structure over water. I think I am seeing that an HQ must be in a port on both continents for this to work. If either one is inland, it seems to break the flow of things. Not sure this is correct, but I do know if I leave an all HQs in ports, things seem to work.

To transfer across water you need cargo ships and a headquarters in a port to receive the transfer so yes you must have headquarters in ports. Further the Headquarters you are transferring TOO must have land cap to transfer on to the subordinate hqs on the new continent. The reason you can not trnsfer inland from an overseas headquarters is simply that it has no means on the new continent to transfer in land.

Good to know, thanks. Does it matter which HQ has the Naval Cap? Or can both ports total Naval Cap be combined when the Supplies and the ToE transfers work behind the scenes?

You can transfer manually with either hqs but I believe the Hqs that is on the continent with the originating Hqs must have the nav cap and the receiving HS must have land cap or rail cap.

TT, I am hoping you are correct on the above and it makes sense to me. But it would be interesting if the game mechanics in the background used all Naval Cap available in your empire (on the same body of water). Thanks again for your help.
