Swap Units

ACK! I've been playing this game (one iteration or another) for over 20 years, and I can't remember how to change unit types (eg, swap ant-tank for infantry) between scenarios? I'm sure I used to be able to do this. Did something change or am I just blind and can't find the option?

I'm afraid there's no option for that.
You can switch some armoured vehicles from Art to AT.

OK thanks. I would consider this a "design oversight" (meaning no disrespect), so I would have no problem hacking a save file to accomplish what I want. Is that possible? If so which file should I be looking at?
