USSR Neutral can call reserves

In this turn the USSR is neutral, but if we open the force pools, there is a button to "Call out reserves".

Playing with version 2.2.8

Interesting to see that you can call out the reserves that way. I've never notices this one. Thanks for catching it. It's indeed an obscure bug.
