Export warships?

I have seen info on Italian export warships in the 1930s. I thought this was outlawed by the WNT? I always wondered where the minor nations got their ships from.

"Article XV
No vessel of war constructed within the jurisdiction of any of the Contracting Powers for a non-Contracting Power shall exceed the limitations as to displacement and armament prescribed by the present Treaty for vessels of a similar type which may be constructed by or for any of the Contracting Powers"

Since the WNT declared a "holiday" on BB construction and limited cruisers by size/ calibre, I believe anything below 10k / 8" was ok for export.
