Question on Unit's Reorganization

Regarding the points needed to reorganize a unit, the manual (Rule as coded, 11.18.4) states:

"It costs one reorganization point to reorganize a land unit in a land action, an air unit in an air action or a naval unit in a naval action. In all other cases it costs two points to reorganize each unit."

Look please at the screenshot.

The rumanian air unit has only performed a ground strike attack. Why theredfore 2 points are required to reorganiz it? Thank for your helpful explanation.

If you took a air impulse: 1 point

Combined Impulse = 2 points also

could you further explain?

A ground strike attack is considered "land impulse"(??)?

Each impulse you choose an Action. Land, Air, Naval, Combined or Pass. One of the things that has attracted people to WiF for years and years is that it's all about decision-making. You can't move and attack with all your units all the time, you have to operate within the limits of your Action Choice. You can make a ground strike in any of those Actions except a Pass, but the Re-org limits are determined by the Action choice.

But you are trying to reorganize an air unit in what surely is another type of action. This is basic knowledge in the game, you need to know what you can do in each type of action and the limits. If you don't get this kind of basic knowledges you are playing blind.

A question. Any air unit can be reorganized with just 1 point in MWIF? When we play board game some planes take more than that, even in an air action (long range bombers, ...)

There is an optional rule, variable reorganization limits. This rule makes some things cost more. I don't use it. It is my impression that most players don't. Not quite as annoying a rule as construction engineers, but it tries hard to be.
I thought I knew how to play this game....

Ok fine, the issue here was the definition of action.

If I've well understood, if you choose "land action" at the beginning of the impulse, so then all land units shall require 1 point to reorgnize. 2, for any other case.

Now i just need to verify it in game.

If so, then thanks.

It depends on unit type and HQ type. For example, armor and mechanized cost 2 from Infantry HQs. There are also penalties on HQs from minor countries reorganizing units not belonging to the HQ's country.

I think I should clarify that what is being spoken of here is the Variable Re-org option.

That's what I thoght. In fact I believed the variable Re-org was only that one. TO be true I never really read carefully the optionals, somebody made a summary of them and we all voted yes or no.
