I never build SYNTH plants as the Axis until mid-41 or so. I think it is far better to build units while the Allies are weak, so a perimeter of maximim size can be seized from them.
I usually build them very early. But then I use oil for production in the early part of the war.

Here is my suggested plan for the next impulse. Please let me know if there is any issue with this and whether you need to do the first part of the turn or not.

Germans – Combined
Port Attack
None

Naval Air
None

Naval Moves
Hartman and Prien to Baltic 4-box

Strategic Bombing
None

Ground Strike
None

Rail Movement (1)
XLIX MTN Corps rails to La Spezia

Land Moves (6)
18th Army to Rotterdam (3)
XXVI INF Corps to Amsterdam (1)
Von Rundstedt to Remagen (1)
VII Motorised Corps to 51,33 (1)

Rebase
Bf-110C to Cologne
Bf109-E2 to Arnhem
He-115c to La Spezia

I am somewhat confused. We demanded re-roll for the initiative to go first. Therefore I thought something more was coming than a naval move to protect the Baltic convoys. I thought this signalled a decision to attack Belgium. And I thought we planned to attack Denmark this turn. But I notice that the forces to occupy both Frederikshavn and Copenhagen seem to be missing. So therefore I wonder what the plan is?

I think that at least one of the following should be done this impulse.
1) Attack Denmark and occupy Frederikshavn. Allies can then send forces to the Baltic and even land in Copenhagen. But then they risk those forces in the Baltic Sea. And CW is light on naval forces in the North (Only 4 old battleships + CVLs + CAs, and no CV). Might lead to a complicated game.
2) Attack Denmark and occupy Copenhagen. Port striking Frederikshavn. Allies can then occupy Frederikshavn and complicate the game. And thereby making Brian happy.
3) Attack Belgium. I would have preferred the best possible infantry stack Germany has available in Rotterdam for this but there is still a opportunity for this since we play with railway movement. Might call for some complicated overruns, or, more likely, blitz advance in bad weather since this is allowed along railways in bad weather. Or they are forced to a conventional defence of Belgium and Germany is in a good enough position for that.
4) Prepare to attack Belgium next impulse. Placing three fairly good units in Rotterdam (including two infantry Korps).

Because good weather can not be guaranteed for next impulse I suggest that option 3 is executed this impulse. Either way I thing that Germany should do a land impulse.

And lastly, I think Kriegsmarine should try to relocate to a more offensive base - Kiel.

Now I am very confused. I will look at the Belgian situation again in case I am missing the point.....

Part of the point is that since we demanded re-roll we should use it to put some pressure on the Allies. Just making some behind the line moves seems to little for me.

If you show how you think the Belgian units would be placed then I could explain my thinking on that defence?

Edit: Note that the US entry effect changed as well. [:)]

Regardless of what we do now, the re-roll in my opinion was not even an option. We had to take Rotterdam. I'll get back once I've looked at Belgium.

I don't understand the comment re US Entry.

Rotterdam was already ours. It became German with the conquest. That was why the Dutch ships there were forced to rebase. That was sort of the point with a late impulse DOW on Netherlands.

The 1940 US entry chits has been added lowering the average value on the US entry chits drawn.

Italy will make some naval movement, and searches. Do you want to do the first part of the impulse.

Yes please - if you can let me have the usual in due course and I can then make a start on the impulse.

Japan aligns Siam. Place the cruise in Bangkok.

Land: Japan
Combined: Italy

No Port Strikes. No naval air.

Italian submarines to Caribbean Sea, Cape St. Vincent, and West Med. (The range shows which SUB to which area since only one can reach Caribbean and so on)

Italy activate in all three sea areas.

No strategic bombing.

The naval bomber (3-strength) in Canton bombs Kweilin and then returns to Canton.

No rail movement.

So what do I do now? I think it makes sense given the lack of British units there. But do I wait to see if they re-think???

Both France and CW may place as many units they want in Belgium anyway. In Belgium it only affects who may stack with the Belgium forces.

And we waited long enough. Post and say that we moved on, past the alignment.

Good call putting the game on hold and wait for a response. [:)]

Maybe I shouldn't have asked. But at the same time I dislike taking advantage of a rule change someone forgot.

Should I mail back the game to you after movement or should I complete the impulse?

What do you want to do about the de-bugged version? We can use this or I can recreate. I think I would prefer the latter for safety reasons but what do you think?

Rest of the German impulse (except rebase and reorganisation)
Feel free to use any units in Italy as required (but let me know the effect on air rebase in case I need them).
Do you want the He-115 in the Med?

Land Combat Declaration

- Antwerp from Rotterdam and the hex east
- Liege everyone else

No HQ Support
2 x Ju-88 as ground support (1 lands in Aachen the other in Cologne)

Liege is automatic

The following occupy the city (XLVIII Pz, VII Mot and Mot AA (3-3)

Antwerp is 4:1 + 1 (no doubt assault)

Rebase - depends on result

Organisation – leave until I know the outcome of the Antwerp battle
