The US Congress continues to take a laissez-faire approach to Germany. They believe that the fact that Hitler re-opened parliament, proves the Nazi's basically peaceful approach. The subsequent declarations of war against neutral Holland and Belgium don't appear to have registered.....
However, matters closer to home are more concerning. The news that Siam has aligned with Japan goes down tres badly.
"I hear that the Empire of Japan has brought the Kingdom of Siam under its malevolent wing. I am extremely concerned for Mistress Anna ecetera, ecetera, ecetera"

You don't want the Belgain Congo Terr to become German controlled, running havoc in southern Africa and the road/railroad blocked for resource transportation out of South Africa...

As the Netherlands was aligned to France after the start of the game then after all rolls on the Free French Chart Heinz gives the (what would otherwise be Vichy) Netherlands (including the Netherlands East Indies) to Japan as a conquered minor country. Greece is affected by the same roll as the Netherlands and Heinz allocates Greece to Germany as an aligned minor country.

The submarines get lucky. In the distance unidentified (believed hostile) vessels are spotted. Furthermore, the ships are on a course, heading toward the submarines, that will allow a firing solution to be plotted...
