On the store page, it says: PBEM: No; TCP/IP: Yes -- What does it mean in practice? Hotseat?

This game currently is playable in solitair and hot seat mode (which can also be used in conjunction with teamviewer and mail in a PBEM game, with a "honor" system for not looking at US entry as the Axis).

Netplay for two players is available as a public beta and it looks pretty solid, but isn't available as an official patch yet.

Apart from that, the game has no AI.

Half map scenarios and some optional rules are not available at this moment.

For me, this game is a must have (but I've been an World in Flames player on the board in the past and I am addicted to this one....). It's great, even if it is still work in progress.

I don't know what TCP/IP means...

TCP/IP (Transfer Control Protocol / Internet Protocol) is a couple of the most popular protocols used in Internet. It is often used as a synonym of "Internet" itself. I guess they just mean "playing through Internet"
