No, China has yet to build any artillery. Although it is planned to do so.

However, the current Chinese production is only 5 BPs. And PM is currently at 0.75, unless Japan attacks and then it increase to 1.


However, the production multiple will increase to 1 J/F, which is not too far away, so it makes sense to repair the factory. Getting units J/F usually doesn't help all that much, as it is likely they won't be able to move. So repair the factory, and build the ART later. (But soon.)

USSR currently control 13 oil resources! Plenty of oil for reorganization. [:)]

Germany seems basically low on quality units ( ARM, Stuka) in the east for a 1942 Barbarossa. And Italy went in to turtle mode years too early. The Germans built too many toys and have a lot of INF tied down in Spain. USSR should press the chance to DOW by moving first in J/F, in my opinion. Then Rumania would be ripe for a 1943 blitzkrieg by the Russians. There isn't much to fear from a winter Axis DOW, particularly when they have so few bombers.

I would consider the Reinforce the Phillipines option and force the Japanese to pull the trigger without much prepared for war with US. The 1930s War Plan Orange might actually work in this game.

I will consider this if the DOW fails. US will try and declare war this upcoming turn.
