seing enemy deployment hexes

I have opened the first Kursk campaign scenario (the Psel bridgehead), playing with full FOW.
I have discovered that the german player can see where are the (red) russian deployment hexes during the german Set-up phase.
You simply pass the mouse pointer on the different hexes and look at the picture of the hexagons : you will see the red hightlight and the number of the set up zone.
