Russian troops not deploying on DoW

I am playing my 2nd game as the Allies.
In both games the Russian troops have failed to deploy when Germany have Declared War.
I originally posted this in the main forum and Malor suggested it may be a missing capitol Bug.
Is there a way for me to fix this?

Just like to confirm this. Same thing happened to me. Not a single unit deployed.

I had the same thing happen and also the Russian Baltic Fleet did not deploy.
