17 A Airbase only Recon?

It is attached to 17th Army. I can only assign Recon units to it. Am I missing something in the rules? Or is there a way to have it accept fighters and bombers? Thank you very in in advance.?

Found my mistake. It is an army airbase so can only accept recon, sorry.
