Claiming teritory in case of victory

Hi
I am struggling to understand how exactly works system of claiming teritory in a peace offer.
In my example i am in may 1805 - as France i won war against Prussia.
My army is in Berlin, occupying Hamburg, Magdeburg, Bayerurth, Saxony, most of the Brandeburg regions.
War score stand around 80
In peace offer i can claim only four regions - hamburg and few others.
There is no significant difference in loyalty or miliatry control between Hamburg and Magdeburg for example.
Or Bayeruth and som regions around hamburg.

So how exactly is the list of regions one can claim decided?
And how does annexation works?

basically your chance of getting a province depends on how entitled you are as well as the relative loyalty of a province. So claiming a province deep into Germany is harder (ie costs more warscore) than one on the Rhine.

So yes you can humiliate Prussia by disbanding its army, detaching its allies and so on but even Napoleon has to follow some conventions - this was not (at least pre-1813) total war aiming at complete conquest.

Having said that, if you occupy a capital the war score will go up very nicely and their desire to make peace will increase. You may find the AI is prepared to offer you a better peace deal than you are actually entitled to.

ok then fine, but why do we have to find this out by trial and error, why cant there be something written to explain this, instead of finding out in hindsight, which I might add is most of the problem. Also offering peace in a player VS player is no guarantee that it will ever be agreed upon even though a country can be 75% occupied by the enemy including it capital. Then you are opened to another country DOW on you at the same time, where then because of no "conventions" in the game on peace be attacked by others opportunistically creating a forever and on going wars. This didnt happen historically so why is there no basic game function to cover this. Answer!? not tested properly that's the answer [:@]
