Does experience effect movement attrittion?

Does experience effect movement attrittion?

I`ve just wondered, if experience also effects movement attrition.

I`ve read in Zaloga`s "Armored Champion" that one of the main reasons for the many tank losses the Russians had in 41-42 was attributed to general lack of training of the crews (as Russian reports that Zaloga quotes state).

What I do know is that experience impacts retreat attrition in WitE, it there an effect on movement as well?
