Just wondering how many men each "rifle" etc represents.

Pretty much anything you would like it to be. You can use the TO&E designer to name your units Battalions, Brigades, Divisions and then stock the unit with however many instances of that subformation you see fit. Also depends upon the map scale. If your entire map area of Germany in WW2 scenario is about 10x10 hexes then each counter is probably going to represent a corps or army. If it's a big map like the 2nd American Civil War scenario, then each counter typically represents a regiment.

I think this is an excellent question, but as Gary says there's probably not an exact answer.

However, if uncertainty pains you...
(Warning! The following is extremely hand-wavy! I'm waving my hands fervently as I type.)

I would say each counter/chit is supposed to be a division (the game auto-names them this way for you), and it seems a normal number of units for a single counter is around 50 subformations. I would then abstract a subformation to be about a company-size element? Possibly a battalion? Whatever number you feel comfortable saying is a division divided into 50 or so parts.

[Edit: 50 subformations is normal for infantry units, but it's usually like 10x for artillery and armored, so that may make the counters brigades or regiments or even artillery battalions... It looks like I couldn't wave my hand hard enough!]
