Setting research level?

Is there a field somewhere in the editor where I can set the research level that regimes are at? So for example if I want all regimes to start the game at tech level 2, is there a place in the editor where I would set that?

I dont think there is a spot to set that for all regimes to start that way. But you can set tech levels for each regime in the regime section.
