[FIXED B924] 155mm AGS Gun doesn't fire

I'm reposting this because I think you guys should make sure this isn't a bug. I "think" it might be database related, but if you run this little test and allocate either LRAP or the Excalibur and watch in the right column, the shells are expended, but there is no evidence anywhere of actual firing. Note: you'll have to run in editor and move the ship further out for LRAP because it within min range.

Okay here it is (finally). That other thing was a test of a LOT of other things - all at once. This is just a Zumwalt and a radar station. Zumwalt is in range and radars are on. The Excalibur round count goes down, but nothing else happens.
