No morale boost for shock armies

Soviet shock armies are the only infantry type unit that does NOT get a 10% morale boost from infantry warfare research. Is this an intentional feature or a bug?

No sign of fix for this in 1.02 (1939 Storm over Europe.cgn 2017-03-20 ‏‎23:07:35), intentional or was it missed?
