French Partisans when there is no France

Situation is Vichy was installed and no colony went Free France despite all the French BB being in French ports.

I now have French partisans appearing in France however once placed they cannot be moved as the French do not get a turn/impulse.

Are French partisans meant to appear and if so should the Allied player be able to move them?

By the rules, the French partisans are supposed to be controlled by the USSR in this event. Sounds like a bug.

Ok first I will try moving them in the Russian turn. Never thought about trying that given they are blue. Ill post when I confirm either way.

Shouldn't that be the CW? London is closer to Paris than Moscow is. Or is there some special rule I am forgetting?

Possibly, at the moment they are still blue and no one can move them as Free France does not get to choose impulses.

France partisans are controlled by free France, unless France is not vichied/conqured, then France control them


if free France is conquered, they are controlled by the soviet player.


Partisans in ‘green’ countries are controlled by the major power that
controlled their country before it was conquered (or still control it if it
isn’t yet conquered). Partisans in China are always communist
Chinese units. French partisans are controlled by the Free French
unless it is completely conquered, after which they are controlled by
the Soviets.

but i suspect that that situation have not been coded.
