Perm Restricted Air Groups - Transferable

I'm played Japan again. [:)] I have just gotten a CVL at Tokyo and also have a AV there. I have the latest beta patch installed. I'm unable to transfer Perm Restricted air groups to bases outside of Japan, as intended. However, I can transfer them onto either the CVL or AV (depending on what type of groups they are) and they automatically switch commands to "Independent." Thus, they can go anywhere. I then can re-size to max of the CVL/AV. Is this WAD or a bug?

you really can break industry by being too aggressive in upsizing the units

It may be WAD but it doesn't sound right. It sounds like a hole in the game engine.
