Stuck in "Standdown"

I have a BB at Pearl, with about 30 sys and 9 engine damage.

I want to move her to the West Coast, but I can only change her from Shipyard to Pier. I can't get her out of standdown.

Plent of supplies present.

Did she start a refit/upgrade while in repair?

If you have the latest beta patches there will be a percent sign next to the number of days for ships upgrading.

Set repair priority to the lowest setting.

Not sure how this would make a difference, but then I rarely use high/critical priorities for repair.

Another thought though, if the ship has a major device to repair like a main turret or radar, that can add a lot of time to the repair and you might not be able to back out of it part-way through.
