Why alternative cv-mode in options and scenario?

Why are there alternative cv-mode in the options and a scenario for that?

Can I play any campaign with the alternative mode and if so why is there a seperate scenario for that, if you just could enable it in the options?

Some time ago you could only play one scenario with alternate cv - that separete scenario called 41-45 campaign Alt CV. There was no option to choose better cv math. It was added in one of the latest patches. Now you can play any scenario with alternate cv.
