How can you change them to SHAEF from AFHQ?

There is a trick which I am reluctant to use : bring them close to the Land HQ you want to attach them to and press the "flag" button ("assign to nearest HQ").
=> You can even attach to Corps HQ in this way, in order to reduce HQ Penalty when the Naval Task Forces are supporting land battles. But this is close to an exploit in my opinion, Naval Task Forces are not supposed to be under Corps control (for AFHQ to SHAEF, though, it's ok !)

Nota : works the same for Air Commands
