Bug?

We began a new global game, all options. Things are going well, I, as japan declared war on netherlands so I can invade and get pacific oil. Got to landing my troops and it would not let me as they were neutral to me. I figured I must have not pressed the right buttons to complete the declaration of war.

Got to next impulse and went to declare war but netherlands was not listed for japan to declare war on. Game file is zipped and attached.

Am I just tired? Is this a bug? What am I missing here.

*side note, I went to an earlier version of the game and it seemed to work just fine. But I cant get this to work on the save file attached which is the current state of the game.
