2nd partisan brigade formed at 106,45 from the people of Rovno

Why do I get messages like "2nd partisan brigade formed at 106,45 from the people of Rovno"?

Why would the partisans try to form up in Moscow (they don't, I never get a partisan unit)?

because the german didn't meet his garrison requrements at Rowno.

basically your transports and bombers in the vs dictate the number of partisan attacks on the enemy and the resulting irritation and discomfort inflicted on the poor innocent german opponent. it makes him spread his security forces thinly - forces him to pull cavalry and motorized formations off the front line and to garrison cities with smaller units. I think you send your vvs units to the caucusuds for a much needed rest on the black sea coast so the noble defenders of rowno can get those nasty little partisans in order

Considering that 106,45 is Moscow, I would assume you'd want to send some units there regardless of the presence of partisans or not. Incidentally, I will do what I can to prevent you from getting there.[:)]

My question is this: Why did the first couple of partisan units in my forces create at Moscow?
