There are a smattering of really terrible captains in the IJN OOB at the start of the game. Nowhere near as many as the Allies, but there are a few.
This I learned when one of my CA captains had a tendency to bounce his ship off a merchantman twice in the first week of the war.
Regarding captain aggression ratings, it's something I don't really consider. Provided it's 60+, and the other important stats (naval, leadership, inspiration) are high, they'll do. That seems to be the sweet spot of prosecuting an engagement enough that you can land some hits, but withdraw when things don't work out as planned.
The exceptions are the fights that are high stakes, or that you know you've a tactical advantage - in those cases I swap in one of the IJN admirals that communicate only by shouting - it's those battles that you want the advantage to be pressed to the fullest extent. This is the perfect example - BB on CV combat would merit a TF commander so aggressive he'd order the ships to close in so he could fire his pistol at the CV then lead a boarding party in the smoke.
Tanaka was my go-to guy for those kinds of engagements. I liked to imagine him standing on the bow directing the battle.

I read this AAR from the beginning yesterday. Great day to choose, it turns out, because it had an awesome climax. You guys are really going at it early.
Tanaka and Mikawa are my go-to's, but the more I play the more I choose my spots for the aggressive SCTF admirals. When not restricted by reaction limits they have a tendency to chase low-value objectives too far, wasting ordinance and putting them out of position.

That could be it, as I don't pick high aggression leaders as a general rule. They are good naval skills however.
For Kitakami and Oi, I like the 2 70+ aggression, 65+ naval skill commanders available for the CLs. They press close, launch torpedos almost every time, and almost always score a hit. I like to use Kitakami and Oi in a heavy CA or fast BB TF, not independently, because the BBs or CAs seem to draw the heavier fire, allowing Kitakami and Oi to press in close, if the TF commander is sufficiently aggressive (60+) with 70+ naval skill.

Right outside Balikpapen...not good for the night, as weather is clear, lots of ammunition being expended upon destroyers...
