How to Change the Diplomatic Cost of Russia

Good evening All--

Question. How do I edit the cost for performing diplomatic relations with Russia. Currently it's set at 150 but, I know there is a script file somewhere where I can lower it to 50. Does anyone know where this information and in what file it can be found? Thank you.

In the Editor - Campaign > Edit Country Data > Edit Diplomacy.
