Unlimited breakdown

Playing with unlimited breakdown.

Germany has Hungary as an aligned minor. I would like to breakdown the Hungarian MOT corp into MOT div's. I'm guessing there is a rule within unlimited breakdown prohibiting aligned minors from doing so?

Yes, there is...

RAW:

Minor country corps/armies may not breakdown or reform. Major
power units may not breakdown into, or reform from, minor
country units.

Just found it: 9.3.8 (unlimited Breakdown)

But unlimited breakdown is MWiF specific, it does not exist in regular WiF. Why the restriction? One reason I can think of is # of units that can leave home nation, but why not allow it once the unit leaves its home nation?
