The switches have nothing to do with what is going on. Switches affect the WitP:AE program enabling it to run more effectively Win7 and above, and are not used for the WitP:AE EDITOR.

If you start a game using a pre-made scenario (1-25), you cannot make any edits that will affect the game in progress.

If you take a pre-made scenario (1-25), edit it, then save that scenario in a higher slot (26-200), then start a game with one of those scenarios, you can make SOME edits to the scenario (as I outlined above) that will show up in the game.

I found the problem and as I had hoped...the error was mine,(lol)..
RHS uses a separate folder of its' own and will not corrupt the matrixgames folder..When I installed the editor itself, I did not give it the correct TARGET address, so while it was showing the "saves" within the editor, it was not putting them into the game itself!!!.

As you stated, (and as I have learned)...the switches had nothing to do with it..

All works as designed again and I am a happy camper...[:D]

Good to see that you're up and running.

The funny thing is that part of my last answer was to check to make sure that you had the correct path in the editor of C:\RHS\War in the Pacific Admiral's Edition\SCEN, but somehow I cropped that part of the answer out...
Scenario 127: "Scraps of Paper"
