Ok I don't think I've ever understood the foreign troop commitment rules- can the HQ unit in question ENTER a friendly but non- cooperating country, and then afterwards other units of that HQs nation can follow up to the limit of the HQs command rating, or does the HQ have to already be in the country in question too? The example given in the rule book for MWIF for retreating units basically says this but wanted to double check. Is this essentially how the BEF would work? You can send a CW HQ into France (pre conquest) ... then the number of units = HQs command.

Also - re saving oil. The rules say if you use Option 30 (factory construction and destruction) then there is no stacking limit for oil. In current game Option 30 is turned on but it seems game is limiting stacking ie one can't put more than 4 in a regular city...?

I meant to say the example says you move the HQ into the country- and in the case of a retreat as per the example, you must do so so that other units would not be eliminated for entering the country.

You need to have an HQ inside the country where you'll move the rest of the troops. It can allow entry up to the command rating, Fr Ex. the two CW HQs at start of 1936 (Wavell et al) allow 2 more units each.

The moment the corps get inside the country the HQ should be present already, be it because it was in the country from earlier impulses/turns or because it moves first in the same impulse you move the rest. I have seen in the tabletop game move them in any order as far as they all move into the country which requires FTC in the same action.

If you retreat, it's exactly the same. For example, you are in Belgium, you go back to France, you need to retreat an HQ or have it in France previously with enough command to allow the units who need to retreat comply with FTC. Else when you retreat they are destroyed.

On the other side, you need to know that the units need compy with FTC to GET INTO the country, but they don't need to TO STAY INSIDE. Weird as it seems (to me "weird as it is") you can get 2 CW HQ in France, allowing 2+2=4 corps/divs, and then, if you want, you can leave the 4 corps there and send the HQs back to UK and Egypt...

Thanks - that's what I thought re: FTC, including HQ leaving later.
FTC applies to "units" so I've noticed you can't put a transport into a port in a friendly but non- cooperating country unless you meet FTC. If one was transporting a unit, and this was an issue, I presume one could disembark from sea.

Unlike board game (or house rule) is seems MWIF would not permit a move at the time a unit is being moved unless FTC is met.

Right, all units, although I have never tried with planes but I did with ships and I believe the same applies with planes.

That's why you need to disembark (to a friendly port except marines, divs and HQs wherever in the coast) in a friendly port, else the ships would make all the units have a momentary "FTC overstacking" or surpasse that isn't allowed in MWIF.

Foreign troop commitments
A major power or minor country unit that ends any step in the home country of a friendly major power it doesn’t co-operate with is destroyed unless:
ï it started the step there; or
ï it started the step elsewhere and the unit satisfies the foreign troop commitment limit.
A minor country unit that ends any step in the home country of an aligned minor country on the same side is destroyed unless:
ï it started the step there; or
ï it started the step elsewhere and the unit satisfies the foreign troop commitment limit.

So it doesn't matter (as I thought) if you move the HQ first or of the other units if it is more convenient for you, as far as at the end of that steps (MWIF phases, i underestand) you meet the FTC reqs..

Aircraft flying a mission can enter as long as they don't stay for the end of the current step. FREX CW FTRs can intercept a German ground strike on CW units in France as long as they then return to base back in the UK.

You can even air transport a land unit through France over and above the FTC limit as long as both the ATR and the unit return to base somewhere else.

Thanks - yes planes flying air missions don't end their steps in the country as digressions allow them to return- so they comply with the rule.

Or you can move a TRS from London, Portsmouth, ..., to sea, a french port (leaving unit), sea and back to UK, when you have ships with 4 range and 4 moves at least. For example, at the beginning of the game you can do that with an inf div if you have cruisers with this characteristics, which can perfectly be, unlike with transports at start (except for The Queens).

Good point! Yes one would need 4 mp transports (or the Queens as noted).

And.... to go right back to the first post in this thread... in rereading the rules for Option 30, it says there is no stacking limit for BPs, NOT saved oil points. D'oh!

Actually, there is a stacking limit for build points too...

RAW:

You may save only 1 build point marker (of any value) in each city
or port (cumulative) in your major power’s home country (any
Commonwealth home country) and double these limits in your
major power’s capital (e.g. The Commonwealth can save 16 build
points (4 x 4) in London). This is in addition to saved oil (see
13.5.1).


A build point marker in the board game came in values of 1 to 4...

Thanks - I thought Option 30- factory destruction- says that if used there is no stacking limit for BPs (don't have rules handy at the moment).
