That was before the re-installation as an Admin when trying to run it as an admin.
Now (after reinstall) it doesn't show that error anymore but game doesn't start anyway.

BTW - just clicked on "Editor" option in the start window and got the same command prompt flashing even as and Admin.
Not sure if this gives you anything.

Just to add my voice, I seem to have exactly the same symptoms on my machine as Andriych.

I installed this game on another machine I have- and it worked ok.
Does this game require SSE4 instructions ? Some of the older AMD processors don't support them. My AMD II X4 940, for instance. Another game I had (No man's sky) failed for me on the same machine this game is failing on. They released a patch for no man's sky which replaced the library with one compiled not to use SSE4 instructions and it fixed the problem.
Just a thought.

Thanks for the info and unfortunately no the game doesn't require SSE4 instructions. I've dug a little further and one thing I can think of trying is to perhaps whitelist the EXE in your Anti-Virus, just to see if that helps and the only other article that I could find with some possible solutions/tips would be the following:

I'm going to pass this along as well to Matrix tech support to see if they have any possible insight,

I've tried turning my anti-virus completely off. It doesn't improve anything.
Safe mode doesn't change a thing and it clearly shouldn't be, since it's not a graphics issue based on what happens.
Also compatibility check proposes to try Windows 8 settings and they result in the same.
Please Do pass this to your development team. I don't feel that what we're getting proposed here is really relevant. And just trying all the random things that helped to someone else is not really something I'm willing to do for a PAID product for weeks. I believe we've tried enough.
I'm open for a web session if needed with someone from your tech team to review my environment and troubleshoot.
But I'm really at a point where I need to either see some real troubleshooting and an ETA, or I need a refund to be arranged.
Please let me know how we can proceed.

Where's is the game installed? Is it in C:\Program Files (x86)\Steam\...?

Have you provided administrator privileges to both Steam client and the game or just to the Steam client?

Offline mode- same results.
Default is English and currently location set to US.

I can only offer one last suggestion:
Please try the following:
1. Uninstall the game.
2. Create a new Local User Account in Windows 10.
Check the guide presented on the link below for on how to do it:

3. Change the new Local User type to Administrator.

4. Reboot Windows.

6. Install the game.
7. Run the game and check if the issue persists.

That actually did the trick...
It starts under new local user now.
And that's probably the same that Mcheck had, since for him it worked on another machine.
Seems like game has issues with certain environments.

My problems seem to have gone away, for no obvious reason. It works ok for me now.
